Board Meeting Minutes
February 17, 2005

Meeting called to order at 7:08 pm by President Gary Naylor at the Laurelhurst Club.

Announcements:
Adopt a Park Program: Seven members have volunteered. Early in March a meeting is planned with Park Superintendent Peggy Glascock at the park office. Marilyn Harlin will be the chair.
LNA-La Fortuna Good Neighbor Agreement: Not much is happening. The only issue is noise. The city will be asked to conduct noise testing.
Portland Transportation Options Division Getting Around Portland Program: The effort to obtain a status report is so far unsuccessful.
Joan of Arc statue: Peggy Kendellen of the Regional Arts and Culture Council reports that the work schedule plan is to start repair in March.
Spring Clean-up: May 14, 2005 8 a.m. to 1 p.m. Chairman John Russ reported that the location will again be the All Saints Church parking lot at 601 N.E. 39th Avenue. Seven dumpsters have been ordered -- one for yard debris and six for general waste including tires, electronics, furniture, building materials, small appliances and foam. The committee will try to divert as much as possible from the dump i.e.: computers to Free Geek and have a master recycler present. He suggested turning in used ink cartridges at Office Depot for free paper which can be donated to schools. Including hazardous waste is being investigated.

October 21, 2004: Gary Naylor said page 1, paragraph 6 ìTransportation Departmentî should read ìPortland Department of Transportation. Page 1, paragraph 7 ìarches at 33rdî should read ìarch at 32ndî. Page 2, paragraph 3, sub-section 2: ìboardî should read ìmembers. Page 2, paragraph 7 ìTransportationî should be added to read Neighborhood Walking Transportation Programî. Motion to accept minutes as corrected made by Barbara Horton, second by Ron Bespflug. There were no negative votes.
December 21, 2004: Page 1, paragraph 5 omit ìissuesî from the Good Neighbor Agree- ment with Holy Trinity Greek Orthodox Church. Motion to accept minutes as corrected made by Barbara Horton, seconded by Ron Bespflug. There were no negative votes.

Joan of Arc: Lyle Howard said that the statue will have stood in Coe Circle for 80 years on its dedication anniversary May 30, 1925. He suggested serving decorated birthday cake at the May meeting. He will prepare an article for the May newsletter.
Neighborhood Notes: Gary Naylor brought a draft of information he compiled about LNA to submit to the Southeast Examiner for the ìNeighborhood Notesî column.
Public Safety Forum: The first of what is hoped to be a quarterly event is scheduled for March 28, 5 to 7:30 p.m.
Policy on scheduling presentation: A draft of LNA policy on scheduling presentations and taking positions at General Membership meetings was presented by Gary Naylor. This is a compilation of suggestions by both him and Goudarz Eghtedari. One change was suggested for the last paragraph: adding ìpresentî to read ìThe LNA Board of Directors present shall be responsible for revising......î. A motion to accept the draft as amended was made by Justin Hawkwood, seconded by Ron Bespflug. There were no negative votes.
Future of Coe Circle: At present there is no committee chairman. Two members want to stay on the committee. Gary Naylor will contact members who have indicated an interest is serving.
By-laws: Changes suggested by Lisa Brenner were presented and discussed. Justin Hawkwood made a motion that the Board table these by-law amendments until it is determined if Lisa Brenner would like to bring them to the general membership directly or have the Board evaluate and then pass its recommendations on to the members at a General Meeting. Ron Bespflug offered a second. There were no negative votes.
Laurelhurst Park National Historic designation: Gary Naylor will talk to Park Superintendent Peggy Glascock about where and how to get plaque(s) identifying the designation which occurred in 2002.
Historic district street signs: Gary Naylor has been gathering information from other neigh- borhood associations which have recently secured and installed such signs. He will pursue it further.
March meeting:
A presentation of the ìSEUL 2005 Neighborhood Agenda Goalsî is being arranged by Gourdarz Eghtedari.
Nomination of candidates for LNA offices -- Gary Naylor will contact the incumbents. Nancy Chapman is the nominating committee chair.

March newsletter will include the proposed policy statement, proposed by-law changes, tree planting information, clean-up information, slate of candidates, current officerís bio- graphical sketches.
ìLaurelhurst and its Parkî brochure: Additional copies have been requested. Shirley Howard will contact Bob Elston who prepared the reproductions several years ago.
May meeting will center on the Joan of Arc statue, Coe Circle perhaps the historic status plaques for Laurelhurst Park and election of board members.
